A foreign national intending to stay in Turkey beyond the period allowed by a visa or visa exemption must hold a residence permit. The type determines both the rights attached to it and whether the time counts towards citizenship.

- Short-term — the general category, covering those who own property, conduct business, follow a course of study or simply wish to reside
- Family — for the spouse and dependent children of a Turkish citizen or of a permit holder

The distinction matters beyond the label. Not every permit type counts towards the residence period required for citizenship, and the conditions attached to family permits end when the underlying relationship ends.
Application and Renewal
Applications are made electronically and followed by an appointment at the provincial directorate of migration management. Renewal applications may be filed within sixty days before expiry and, in any event, before the permit expires.
Two practical points cause most difficulty:
- Health insurance valid for the whole permit period is required and must remain in force; a lapsed policy is a ground for refusal on renewal.
- The declared address must be genuine. Address verification is carried out, and a permit may be cancelled where the holder is found not to reside at the registered address.
Absence from Turkey for more than the permitted period may lead to cancellation, even where the permit itself has not expired.
Refusal and Cancellation
Refusal, cancellation and non-renewal are administrative acts and are notified to the applicant. Two avenues exist and they are not alternatives to be chosen casually:
- An administrative objection to the deciding authority.
- An action before the administrative court, which must be brought within the statutory time limit running from notification.
Where a decision also carries a removal order or an entry ban, the time limits are shorter and a stay of execution should be sought together with the action. Missing the limit forecloses judicial review entirely.
